@alice I assumed they sent 1 slur to many people, not many slur to one highly visible person.

I was thinking, if you throttle account you obviously need to also throttle registration to avoid what you describe, but throttled registration would be suseptible to deny of service.

Unless you replace throttled by read-only. like for a week or until approved by a mod, new account cannot post and can only follow hashtag. This would prevent rogue actor to share slur until mod got a chance to act.
